I'm so confused, because that petition is in response to another petition that has nothing whatsoever to do with the government. The government is doing nothing, there's just some other petition that wants to ask the government to ban anime. And this petition is petitioning the government to ignore the prior petition which the government most definitely isn't going to pay attention to anyway.

I petitioned the government once to require all classrooms to be painted yellow (test scores are statistically higher in yellow rooms), that doesn't mean the government is involved in any way in the petition. Petitions are often ignored, and are almost always ignored if it's an online petition (because they're too easy to fudge, and hard papers make a better impression, so if you want to make a change, an actual letter-writing campaign is far more effective).
